Billy Joe Humble was born in Bartlesville, Oklahoma, where he completed his education through high school before proudly serving in the United States Marine Corps. In June 1976, he married Diana Vinsant.
After his military service, Joe began his law enforcement career in Caney, Kansas. He later joined the Montgomery County Sheriff’s Department as part of the K-9 unit. Joe’s dedication and leadership led him to the Coffeyville Police Department, where he served as detective, assistant chief, and ultimately chief of police before retiring in 2012.
In 1993, Joe became a member of the Inter-State Fair and Rodeo Association. He devoted his time to managing security for the ISFR and then became Rodeo Chairman in 2010. He passed the reins to Luke Carr in 2020, leaving behind a strong legacy of leadership and commitment.
Joe and his wife Diana now enjoy retirement at Grand Lake, spending cherished time with their children, grandchildren, and recently, great-grandchildren.
